IMPORTANT: 2026-2027 FEDERAL FINANCIAL AID CHANGES

The One Big Beautiful Bill Act (OBBB) was signed into law on July 4, 2025 and makes significant changes to federal financial aid programs, including new loan limits, new loan repayment options, and updated eligibility requirements, for both current and future students. H.R. 1 - One Big Beautiful Bill Act (Full Text).

What's Changing:

Direct Loan Eligibility

Reduced Annual Loan Limits for Less than Full-Time Enrollment

    • Limited loan eligibility: Starting with the 2026-2027 academic year the OBBB mandates that Federal Direct loans be prorated for students enrolled less than full-time (12 credits). Loan amounts will be directly proportional to the percentage of full-time enrollment, restricting total loan eligibility to a smaller percentage of the annual maximum. Students must still be enrolled at least half-time to qualify for federal loans.
    • Example: If you enroll in 6 credits for the Fall semester (half full time), the portion of your annual loan limit attributable to the Fall will be reduced proportionally (also by half). If the amount you plan to borrow for the Fall exceeds the new limit, your Fall loan must be reduced to the new limit.

Pell Grant Eligibility

Updated eligibility criteria: Certain types of income/assets are either included or excluded for some students, and new eligibility limitations apply

    • Certain Assets Excluded: Family businesses (≤100 employees), family farms, and commercial fishing operation assets will be excluded
    • Foreign Income Included: Income from foreign sources will be added to adjusted gross income (AGI)
    • Student Aid Index (SAI) limitation: Students with SAI ≥ $14,790 (2x the current maximum Pell award) will not be eligible
    • Other grants and scholarships limitation: Students with total grants and scholarships from non-federal sources ≥ total estimated cost of attendance will not be eligible for Pell

GENERAL TERMS AND CONDITIONS OF YOUR FINANCIAL AID OFFER

As a recipient of financial aid (which includes scholarships grants, loans and work-study), you are the beneficiary of monies made available to you by a variety of agencies federal, state, institutional, and private. When you accept your financial aid award(s) you are agreeing that you have read, understood, and are aware of the obligations and responsibilities included within your award offer.

1) Your financial aid offer was determined in accordance with laws and regulations in effect at the time of the calculation of your award and the availability of funds. Your financial aid is awarded based on full-time enrollment. The aid amounts on your award letter are estimated and may change if your enrollment or eligibility changes. The FAO reserves the right to modify, reduce, or cancel your award if these laws are amended or funds are withdrawn or exhausted.

2) The information you submitted on your application is current, complete, and true to the best of your knowledge. You are also a citizen or eligible noncitizen of the United States.

3) You agree to notify the FAO of any financial assistance you receive that is not listed on the financial aid award offer.

4) You will keep the FAO informed of any changes in your financial circumstances that occur within the award period including a change of address and/or name. You may request a recalculation of your financial need if there is a substantial change in your family’s financial circumstances by requesting a special circumstance review. Please note that requesting a special circumstance review does not guarantee an increase in financial aid.

5) Failure to report additional assistance received can result in the adjustment, cancellation, or required repayment of aid offered by GCC. The FAO is required to adjust all awards in relation to your financial need.

6) To receive financial aid funds whether it is grants or loans you must be enrolled as a regular student in an eligible degree or certificate program. A regular student is defined as someone who is enrolled or accepted for enrollment at GCC for the purpose of obtaining a degree or certificate offered by GCC. You must enroll in classes leading to a U.S. Department of Education approved certificate or degree for financial aid purposes at GCC. Classes must apply to your degree or certificate program. Your financial aid will then be awarded based on the registered credit hours for your degree/certificate program. Financial aid is to be used towards the payment of required tuition and fees, books and supplies, and for maintenance costs related to your attendance at GCC.

7) You cannot receive financial aid from two schools at the same time for the same semester.

8) According to the Federal Refund Policy, if you withdraw from or stop attending class(es) prior to completing 60% of the term, you could owe a refund of grant and/or loan funds to the GCC and to the Federal Government. The amount owed is based upon your grant and/or loan amounts and your last date of attendance.

9) If you withdraw from all classes or drop below half-time enrollment at any time prior to receiving of your Federal Direct Loan or PLUS Loan funds, you may be ineligible to receive your Federal Direct Loan or Federal Direct PLUS loan funds.

10) If you withdraw from all classes during a term for which you received a Federal Direct Loan or a Federal Direct PLUS Loan, you may be ineligible to receive any subsequent funds.

11) If your instructor reports you as a Non-Attend on their Enrollment Verification, then your financial aid award will be adjusted accordingly. In accordance with Federal Regulations, your financial aid awards must be adjusted for any class reported that you are not attending. Federal Regulations require active participation in class to be eligible for Federal funds. This may cause you to owe a balance.

12) If you are awarded a scholarship and you withdraw completely or fall below the scholarship criteria, you may be responsible for repayment of your scholarship.

13) To maintain your eligibility for financial aid you must maintain Satisfactory Academic Progress Policy.

14) Financial aid will not pay for a class that you have taken twice and passed at least one of those times.

STUDENT RIGHTS AND RESPONSIBILITIES

As a recipient of financial aid,  you have a number of rights and responsibilities that support your educational goals. Financial aid recipients are obligated to use the funding they receive in an ethical manner to support their educational goals. Whether you receive scholarship funding, federal and/or state grants, or loans, you are receiving assistance that carries with it an obligation to use the funding as it was intended. Click here to view Student Rights and Responsibilities.

DURATION AND RENEWAL OF AID

Financial aid is offered one academic year at a time. Students intending to use financial aid in future academic years will need to file a FAFSA that corresponds to the appropriate federal aid year. The new FAFSA becomes available on Oct. 1 of each year.

CONSUMER INFORMATION

In compliance with the federal regulations set  by The Higher Education Act of 1965, certain student consumer information must be made available to all students at GCC. The details regarding this information can be found here.

STUDENT AID INDEX (SAI)

It is a formula-based index number ranging from –1500 to 999999. This number represents an estimated level of financial need for the student. It is not a dollar amount of aid you’ll receive. It is not what your family is expected to provide. It is not your final financial aid offer. It is calculated using information that the student (and other contributors, if required) provides on the FAFSA® form. This will determine the available funds for college expenses based on your family’s resources and living expenses. Where your SAI falls within the SAI range helps your school determine what level of financial support you may need. For example, a lower SAI indicates you have a higher financial need. To determine your eligibility for Pell Grants and other need-based aid (awarded based on income levels), schools use your SAI, how much other assistance you’ve been awarded so far, and overall cost of attendance (COA) to calculate the level of financial support you may require from need-based aid.

UNDERSTANDING COST OF ATTENDANCE

The Cost of Attendance (COA)  is an estimate of the expenses a student  might encounter while attending college full-time for one academic year. The U.S. Department of Education requires all higher education institutions to provide a COA that includes both estimated direct and indirect costs.

    • Estimated Direct Costs: are charges billed by the college. These costs include tuition, fees, and campus housing if applicable.
    • Estimated Indirect Costs: are typical expenses associated with attending college. These costs are not due directly to the college. The indirect costs include items such as school supplies, personal expenses, transportation and housing and food for those students living off campus.

DETERMINATION OF FINANCIAL NEED

Your financial need is determined by a specific formula: Your Student Aid Index (SAI) is calculated based on your and your parents’ (if applicable) income, asset, tax, and demographic information on the FAFSA. Financial Need = COA – SAI – EFA, where COA is total college costs, and EFA is estimated financial assistance from non-federal sources. Eligibility for need-based financial aid is based on Financial Need. Your SAI is not necessarily the amount your family will have to pay for college out of pocket; it is the number used by GCC and other colleges to determine the types and amounts of federal student aid you can receive. GCC develops an award offer based on your eligibility but cannot always meet all of your unmet costs.

ENROLLMENT STATUS DEFINED

Students planning to use federal and/or state aid to pay for their education will need to understand and follow these definitions for student enrollment status.

Enrollment status is defined by how many credit hours a student is enrolled in a semester.

Undergraduate Students (Enrollment Status per 16-week semester)

12+ semester hours

Full-Time

11-9 semester hours

CHARGING REQUIRED BOOKS USING FINANCIAL AID

The FAO allows students to use a portion of their anticipated financial aid to charge their books and supplies through the GCC Virtual bookstore.  Financial aid is only available for use in the bookstore during specific dates and you  must have a complete financial aid application with an anticipated credit balance on your student account. Students are not required to purchase books this way.

The amount available for use in the bookstore depends on the student's award and other tuition-related charges. To determine if you have funds available for books, log into MyGCC and select Business Office to review your student account statement. If there is a credit under balance available (i.e., -500) after charges have been paid, these funds can be used for books, there are no steps that you need to take.

Any potential financial aid overpayment will be reduced by the amount of aid used in the bookstore. If you make changes to enrollment that reduces the amount of aid you will receive, you will still be responsible for any charges made in the bookstore.

Books can be purchased online at GCC Virtual Bookstore.

SATISFACTORY ACADEMIC PROGRESS OVERVIEW

Satisfactory Academic Progress (SAP) is defined as the successful completion of coursework toward an eligible certificate or degree. Federal regulations require the Office of Student Financial Aid to monitor the academic progress of students receiving financial aid. Please view the SAP Policy for a more detailed explanation.

There are three components to calculate a student’s Satisfactory Academic Progress (SAP)

GRADE POINT AVERAGE COMPLETION RATE MAXIMUM TIME FRAME
Minimum 2.0 cumulative grade point average Minimum 67% successful completion rate of all credit hours attempted

Maximum time frame a student may receive financial aid may not exceed 150% of the published length of their program

Completion Rate: a student with 54 earned credit hours out of 69 attempted credit hours   would have a calculated completion  rate of: (54 ÷ 69) x 100 = 78%

Max Time Frame: a student with a 60-hour credit-hour associates degree program would be calculated as: 60 x 150% = maximum of 90 attempted hours of college-level coursework allowed

RETURN OF FINANCIAL AID FUNDS

If a student withdraws before the completion of a payment period for which financial aid has been received, federal regulations govern the procedural guidelines that GCC must follow to return the aid. These regulations require the  FAO to recalculate financial aid eligibility for students who withdraw,  prior to completing 60% of a payment period. Visit the  Return of Title IV Funds information page to learn more about the effect of withdrawals on financial aid.

UNDERSTANDING THE TYPES OF AID OFFERED

Scholarships and Grants: Scholarship and grants are a form of financial aid that do not have to be repaid (unless, for example you withdraw from school and owe a refund). A variety of grants are available through the federal government and Michigan Student Aid. Scholarship and grant aid are automatically accepted on your behalf.

Loans: Loans are money you borrow and must pay back with interest. Because loans have to be repaid, they are considered self-help (optional) resources. Repayment of student and parent loans usually begins after a student completes his education or drops below half-time status.  If you determine that a student loan is necessary to cover your expenses complete all required steps listed on the Direct Loan Request Form.

Employment: The Federal Work-Study (FWS) Program allows students  to earn money to pay for school by working part-time. You will earn at least the current minimum wage for work performed. Students who have financial need may qualify for the Federal Work-Study program. Students not offered FWS on their Financial Aid Offer and are interested in FWS may contact FAO@gogebic.edu  to request a review of their eligibility.

YOUR AID AND YOUR  STUDENT ACCOUNT STATEMENT

Students are financially responsible for each term they are enrolled at GCC. Students may view their account statement in July for fall semester and early December for spring semester on MyGCC. The account statement will reflect the student’s anticipated financial aid for the semester. Financial aid awarded in the form of grants, scholarships and loans will first be applied toward your account statement balance to pay outstanding tuition, fees and housing if applicable.

      • If the amount of financial aid anticipated is greater than your charges, you will see a negative balance on your account (-500). This means a financial aid overage will be paid to the student and your account is paid in full. Financial aid overages are processed during week three after attendance is confirmed.
      • If the total charges exceed the anticipated aid, you must pay the difference before the due date. Students may use the tuition payment plan option or consider borrowing student loans to cover the difference.

Students with unpaid account balances may be  subject to financial holds by GCC and ineligibility for further course registration. Diplomas will not be released, and readmission will not be processed until the student account is paid in full.  Delinquent accounts are also subject to further referral to an outside collection agency.

HOW TO VIEW YOUR STUDENT ACCOUNT STATEMENT

      • Log in to your MyGCC Account
      • Click on “Students” tab
      • Click on “Business Office”
      • Click on “My Account Balance”

WHEN ARE TUITION AND FEE DUE

      • Fall Semester Friday September 4, 2026
      • Spring Semester Friday January 15, 2027

GCC PAYMENT PLAN OPTION

GCC provides students the opportunity to make payments throughout the semester using our interest -free payment plan option. This option allows students to pay off their account in up to four payments for fall and spring semesters, and three payments for summer semester.  For additional information about the payment plan option email michellew@gogebic.edu. Only current semester charges for tuition and fees can be included in the payment plan. Important communication regarding the payment plan will be sent to the student’s GCC email throughout the semester, some of which will be time sensitive.  Check your GCC email regularly!

WHAT IS A FINANCIAL AID OVERAGE?

A financial aid overage occurs when a student's financial aid, such as loans or grants, exceeds the actual cost of their tuition, fees and campus housing if applicable. The remaining funds are refunded to the student to use for their personal expenses.  The quickest and preferred disbursement of your financial aid overage is through direct deposit. If direct deposit is not set up a paper check will be mailed to the address on file with Admissions Office.  Make sure your address is up to date.

ENROLLING IN DIRECT DEPOSIT

GCC encourages students to utilize direct deposit.  This will provide you with a convenient and secure way to receive your financial aid overage faster.

Signing Up for Direct Deposit:

      • Log in to your MyGCC Account
      • Click on “Students” tab
      • Click on “Business Office”
      • Click on “Set Up Direct Deposit”

FREQUENTLY ASKED QUESTIONS

Q: Can my award offer change?

A student’s award offer may change based on the following circumstances:

      • Corrections or updates to your FAFSA
      • Changes in your housing plans
      • Changes in your residency status
      • Changes in enrollment level each semester
      • Changes in your (or your family’s) financial circumstances
      • Receipt of additional assistance and/or scholarships
      • Receipt of additional information affecting eligibility
      • Discontinued attendance in classes
      • Withdrawal from all classes

Q: Does the number of registered credit hours affect eligibility to receive financial aid?

Yes. The total number of hours required to receive federal loans for each semester must be at  least half time; 6 credit hours. The Federal Pell Grant is prorated based on actual hours of enrollment.

Q: Do students need to report outside scholarships that they  will be getting?

Students are required to report any and all additional resources to the FAO. This includes any outside scholarships you may be receiving.

Q: What do I need to do to receive my financial aid at GCC?

Make sure that you are meeting the eligibility requirements for your financial aid awards. Some awards require you to be enrolled as a full-time student. Gift aid, like scholarships or grants, are automatically accepted for you. For awards like Federal Direct Loans and Federal Work-Study, we will offer you the maximum amount for which you are eligible. To receive student loans and/or federal work study, additional steps are required.

Q: What happens to a student’s  financial aid if they drop a class or withdraw completely from school?

Withdrawing from all classes or dropping a class at any point after the add/drop period will negatively impact your completion rate and possibly effect your future aid. Additionally, if you drop a course or withdraw from the semester , you may be required to return some of your financial aid. Contact the FAO at (906) 307-1206 if you are considering dropping or withdrawing.

Q: My financial situation has changed. What can I do?

Your financial aid eligibility is based on your 2026-2027 FAFSA. This FAFSA uses 2024 tax information. If your financial situation has changed significantly, we may be able to reevaluate your financial aid awards based on your current finances. Contact us at FAO@gogebic.edu or (906)307-1206 to request a Special Circumstance Appeal.

Q: What is “Last Dollar” for Michigan state aid?

Michigan state aid, "last dollar" means that the state aid award is applied after all other forms of financial aid, such as Pell Grants, other state scholarships, and institutional grants, have been applied to the student's cost of attendance. The last-dollar award covers the remaining balance needed to cover tuition, mandatory fees, and other eligible costs, up to the student's total cost of attendance.

Q: Is there aid available for summer school?

Summer financial aid is awarded based on remaining financial aid eligibility from the Fall 2026 and/or Spring 2027 semesters at any college. To qualify for most aid programs, students must be enrolled at least half-time (6 credits). These funds consist of the Federal Pell Grant and Federal Direct Loan programs.

Q: Do I have to apply for aid every year? What is a renewal FAFSA?

Yes. If you have applied for federal aid in the past year, you will be able to fill out a renewal FAFSA, rather than a new FAFSA. You just need to update your (and your family’s) income information and any data that has changed. If you have a FSA ID, you can access your renewal FAFSA online at www.studentaid.govGCC School Code 002264

 Federal Direct Student Loans

Q: What is the difference between Subsidized and Unsubsidized loans?

The difference between Subsidized and Unsubsidized loans is the accrual of interest. Subsidized loans will NOT accrue interest while the student remains enrolled in school at least half-time (6 or more credit hours for undergraduate students). Interest on Unsubsidized loans will accrue from the date of disbursement. More detailed information about both Subsidized and Unsubsidized loans can be found here.

Q: What is the interest rate on a Federal Direct Loan?

Interest rates on federal student loans are determined by Congress. Visit the Federal Student Aid website for the most recently published interest and fee rates.

Q: Are there any fees for federal student loans?

Yes. Federal student loans have origination fees that are deducted proportionately from each loan disbursement. This means the money you receive will be less than the amount you actually borrow. Check on the current loan fees for federal student loans at interest and fee rates.

Q: How The Interest Rate Is Determined for Direct Loans

Interest rate is determined annually for all loans first disbursed during any 12-month period, beginning on July 1 and ending on June 30, and is equal to the high yield of the 10-year Treasury notes auctioned at the final auction held before June 1 of that 12-month period, plus a statutory add-on percentage that varies depending on the loan type.  2026-2027 interest rates will be announce in May.

Q: What are the annual Direct Loan limits?

The following chart provides maximum annual and aggregate (total) loan limits for subsidized and unsubsidized Direct Stafford Loans. Keep in mind that award amounts vary and depend upon your financial need (as determined by the federal government). Direct Loan funding eligibility is based on your grade level and dependency status and are subjected to yearly loan limits and aggregate lifetime loan limits.

Year

Dependent

Independent

First Year (0-28 credits)

$5,500 - No more than $3,500 of this amount may be in subsidized

$9,500 -No more than $3,500 of this amount may be in subsidized

Second Year (29-60 credits)

$6,500 -No more than $4,500 of this amount may be in subsidized loans.

$10,500 - No more than $4,500 of this amount may be in subsidized loans.

Maximum Total Debt from Direct Loans (aggregate loan limits)

$31,000—No more than $23,000 of this amount may be in subsidized loans.

$57,500—No more than $23,000 of this amount may be in subsidized loans.

To review your previous student loans: You can identify your loan types by logging on to StudentAid.gov and selecting “My Aid” in the dropdown menu under your name. In the “Loan Breakdown” section, you will see a list of each loan you received.

What other type of loans can I apply for to help pay my bill? Parent Federal Direct PLUS Loans allow parents of dependent undergraduate students to borrow up to the annual cost of education, minus any financial aid. Please contact the FAO for additional information regarding the Parent PLUS loan.

Alternative Private Loans Alternative loans are private (non-federal) loans. The terms vary widely as do the eligibility criteria. You (and your co-borrower, if applicable) should carefully research the options and apply for the alternative loan that best suits your needs. Keep in mind that usually your best option is to pursue. GCC recommends that a student accept the Federal Direct Loan offered to them if they have filed a FAFSA. In general, the Federal Direct Loan program will have the lowest interest rate for the student borrower. GCC does not have a preferred lender agreement with any private loan lender and will work with any lender a student request.
